Online Gaming Bill: Startups That Have Shut Real Money Gaming Ops

With the Rajya Sabha passing the ‘Promotion and Regulation of Online Gaming Bill, 2025’ today, the country’s real money gaming ecosystem’s worst fears came true. 

The Bill proposes to ban real money gaming. Besides, ads of real money gaming platforms have been barred, and banks and other financial institutions have been prohibited from processing financial transactions of such players. 

As per industry sources, the Bill strikes the “death knell” for the real money gaming ecosystem, which employs about 2 Lakh people. But startups haven’t given up and are knocking on the doors of government, and have even kept the door open for a legal challenge.

However, the Centre appears in no mood to back down. Lauding the passage of the Bill,  Prime Minister Narendra Modi said on X, “This Bill, passed by both Houses of Parliament, highlights our commitment towards making India a hub for gaming, innovation and creativity. It will encourage e-sports and online social games. At the same time, it will save our society from the harmful effects of online money games.”

Following the passage of the Bill in the Upper House, a number of startups have discontinued their real money gaming operations. Here’s a list of startups that have either paused or suspended their real money operations.

Note: The list will be updated as and when more startups discontinue real money games. 

First Games (Paytm)

Paytm’s real money gaming app First Games has officially discontinued its real money gaming operations. 

In an exchange filing today, Paytm said that the subsidiary is a joint venture of the company and hence the discontinuation of operations would not impact its parent One 97 Communications Ltd’s (OCL) consolidated revenue. Besides, it said that, as of June 30, the carrying value of the investment in the company’s consolidated financial statement was nil. 

“Company’s share of profit/ loss of First Games as per the equity method, is less than 1% of OCL’s consolidated profit / loss for the quarter ended June 30, 2025. OCL does not have any exposure due to this other than a shareholder loan of approximately INR 200 Cr, including applicable interest, as on June 30, 2025,” the company said.

Earlier this year, sources told Inc42 that Paytm’s gaming venture First Games is on the chopping block, with the fintech company assessing options to sell its stake in the JV. First Games operated an app that offers rummy, fantasy sports, ludo and fantasy cricket. 

In the filing, Paytm said that First Games will continue to offer other online social games, as permissible under the Gaming Regulation Bill. 

Junglee Rummy

About four years after acquiring Junglee Games, NYSE-listed Flutter Entertainment has announced the discontinuation of Junglee’s real money operations in India. Junglee Games, which operated Junglee Rummy, was founded by Ankush Gera in 2012 and was acquired by the gaming giant in 2021.

In a statement, Flutter said that the passage of the Bill occurred within an “exceptionally short timeframe” and without consultation with industry stakeholders to consider the significant adverse consequences of this action. The company said it discontinued real money gaming operations in India effective from August 22, 2025 to comply with the new legislation.

“”I am extremely disappointed with the sudden changes to the regulatory landscape in India…We believe this change will drive customers to the unregulated market, offering limited consumer protections and providing no contribution to the local economy,” Flutter CEO Peter Jackson said.  

The company noted that the Indian operations were expected to contribute approximately $200 Mn revenue and $50 Mn adjusted EBITDA in 2025, with approximately half of the profit to be delivered in the second half of 2025.

Now, the company is assessing the accounting implications, including any non-cash impairments to the Junglee business. Besides, it said it will evaluate options to encourage the restoration of the “70-year-old constitutional protection” afforded to skill-based games.

Games 24×7

Gaming unicorn Games 24×7 has discontinued operations of its flagship real money gaming app Rummy Circle. The startup has discontinued its cash games on the app with immediate effect. However, its app is still online, allowing users to play “fun practice games”.

Meanwhile, its fantasy app My11Circle has also effectively shut real money gaming options. The app currently allows users to play only for free. 

Our players are at the heart of everything we do. All players will be able to seamlessly withdraw any balance from their wallets and we will make sure the process is smooth and hassle-free. From this point on, no new cash deposits will be accepted, and games involving real money will not be available on our platform”, Games 24×7 said in a post on X earlier today.

Head Digital Works

A23, operated by Head Digital Works, has also suspended its operations. “In compliance with the new Promotion and Regulation of Online Gaming Act of 2025, cash games and deposits are no longer available on our platform,” the platform’s website reads.

Head Digital Works has been active in the segment since 2004 and calls itself the “pioneers of skilled based online gaming in India”. It offers games like A23 Rummy and A23 Poker.

Head Digital Works also acquired Adda52’s holding company Deltatech Gaming Limited (DGL) for INR 491 Cr earlier this year. Adda52 has also removed the paid feature and currently allows users to play solely in practice mode.

PokerBaazi

Gaming major Nazara today announced that Moonshine Technologies Pvt Ltd, which operates real money gaming platform PokerBaazi, has brought the curtain down on its operations after the government outlawed such apps.

“…We wish to inform that, as a matter of abundant caution and in due respect of the Government’s mandate, Moonshine Technologies Pvt Ltd (Moonshine/Pokerbaazi), an associate company in which Nazara holds a 46.07% stake, has ceased offering real money online gaming operations. The company will evaluate the future course of action following the enactment of the Bill,” Nazara said in an exchange filing.

Nazara entered into a definitive agreement to acquire a 47.7% stake in Moonshine Technology for INR 831.5 Cr through a secondary transaction in September.

WinZO

Gaming startup WinZO, which relied heavily on real money gaming, has said that it will be rolling back its RMG offerings beginning today. 

“At this defining juncture for the industry, WinZO reaffirms its commitment to full compliance with the law of the land, responsibly withdrawing impacted offerings with effect from August 22, 2025; continuing to support game developers with an alternative to restrictive app store monopolies,” the startup said in a statement.

Launched in 2018 by Paavan Nanda and Saumya Singh Rathoree, WinZO claims to have built a community of over 250 Mn users and partnered with global investors and developers to bring Indian gaming talent to the world stage. The startup has raised about $110 Mn from investors like Kalaari Capital, Maker’s Fund and Griffin Gaming Partners, among others. 

Rush (Hike)

Social Media platform Hike is shutting down operations for its gaming platform Rush in India and moving to the US. Kavin Bhati Mittal, the founder and chief executive officer of Hike, posted about the development on his LinkedIn handle.

The government of India has made its stance clear: real money gaming will not be allowed. Years of regulatory ambiguity followed by a bill rushed through to ban all RMG — without industry consultation. The message is loud and clear,” he added.

In 2012, Hike was initially launched as an instant messaging app but later pivoted to a Web3 gaming platform. Since rebranding itself as a gaming company, the startup has raised capital from crypto investors such as JumpCrypto, Tribe Capital, Republic, Polygon, among others. 

Cricbuzz11

Months after launch, Times Internet-owned Cricbuzz11 has paused its operations. In a statement on the app, it said it is discontinuing operations. 

“We are pausing all ‘Pay to Play’ fantasy sports contests on our platform. Your money is safe with us & your winnings can be withdrawn instantly,” the message read.

Times Internet’s cricket news platform Cricbuzz entered the fantasy gaming space in February 2025.

Gameskraft

Bootstrapped gaming startup Gameskraft has suspended the real money gaming offerings for its rummy games. 

“We are pausing ‘Add Cash’ and ‘Gameplay services’ on our rummy apps. The withdrawal services continue to remain available in accordance with platform policies. We want to reassure that the users’ funds continue to be safe with us,” the startup said.

Founded in 2017 by Prithvi Raj Singh, Deepak Singh, Rajkumar Taneja, and Sindhu Devi Jha, Gameskraft operates real money gaming platforms such as RummyCulture, RummyPrime, Playship and LudoCulture. 

Important to note that it had paused its online poker platform Pocket52 in May.

Mobile Premier League 

MPL became the first startup unicorn to shut its real money gaming operations. The startup announced the suspension of all its games involving money on the MPL platform in India.

“Our foremost priority is our users. While new deposits will no longer be accepted, customers will be able to withdraw their balances seamlessly. However, online money games will not be available on the MPL platform anymore,” the startup said. 

Founded by Sai Srinivas Kiran G and Shubh Malhotra in 2018, MPL offered games across more than 60 games across categories such as daily fantasy sports, quizzing, board games, esports, and casual games on its mobile app.

Zupee

Gaming soonicorn Zupee said it has discontinued its “paid games” option, while its other games continue to be live. However, the startup’s website was down at the time of publishing the story while its apps were not available on the Google Play Store. 

“In line with the new Online Gaming Bill 2025, we are discontinuing paid games, but our hugely popular free titles like Ludo Supreme, Ludo Turbo, Snakes & Ladders, and Trump Card Mania will continue to be available for all users for free,” a Zupee spokesperson said in a statement. 

Founded in 2018 by Dilsher Malhi and Siddhant Saurabh,  Zupee is a real money gaming platform that offers games like Ludo Supreme, Snakes & Ladders Plus, among others. 

Probo

Troubled company Probo became the first player to officially shut its real money gaming operations.

“As unfortunate as it is, we respect the government of India’s latest Online Gaming Bill. In light of this development, Probo has decided to discontinue its real-money gaming operations with immediate effect until further notice. We remain steadfast in our vision to innovate and build information markets from India, for the world,” a company spokesperson said. 

Probo was founded by Sachin Gupta and Ashish Garg in 2019 as an opinion trading platform that allows users to trade their opinions on future events across categories, including politics, cricket, and finance, among others.
